Parental Control (set-up) for set top boxes on Web doesn't work

Anyone having issues with setting up/customizing Parental Controls for set top boxes on the web site? 

The controls don't load and just an error message for several days "try again later".   I tried calling support and the automated system rebooted my entire system for no reason then it took my 30 mins to get my network back up and running.  The automated support is horrible.
