I have the same issue. It wasn't always this way, but I don't think there's a way to disable the automatic volume limiter.

If you have a 4100 series box look here and set it to None to disable the limiter. The newer stream devices don't appear to have the ability to change the settings. Maybe your TV or soundbar has some kind of volume leveling ability you could use.
