Remote DVR - Access another DVR with only one HM DVR?

Does having one HM DVR enabled allow remote access to another non-HM DVR?  There is an activate button next to my non-HM DVR, but will that result in another HM DVR upgrade (and cost) for that box?

Under my MRDVR / HD-STB config,  I did not sign up for Verizon FIOS (or DSL) internet access so I dont have a verizon.net address. I do have a free (company paid for) XOHost DSL account, thus I dont feel compelled to pay extra for something I get free.

When I tried to use highly desired WEBDVR programming feature, I found I cannot access it. Apparently, Verizon people state that its because Internet access through Verizon is mandatory for this feature. This is a little detail that seems glossed over. I am sure most people have Verizon internet access so its rarely addressed. Please confirm if this is a fact and maybe you want to list it on your "Rules".

Seems strange that the FIOS business plan requires it, but technically it does not seem required as the MRDVR is already accessible via IP. Perhaps a publically routable address is not assigned to it until I pay for internet access. In any event, it seems like they should not make one conditional upon the other. Thought ?

Side question: I HAD the MRDVR w/ HD STB (and all the 1.61 issues). I returned it 2 months ago, replacing it with stand-alone HD-DVR's in each room. Being an engineer, I sure would like to see a consolidated list of the 1.62 fixes and known issues before switching back. This would be a great new folder to provide within the forum.

So, what's the point if HM DVR service can't commnunicate with ANY or all of your STBs (SD/HD/DVR) 😞 That lacks the hold premise of Multi Room service but only with non DVR or SD STB only. Verizon's HM DVR service is crippled when it comes to recording HD programming, viewing the programming back and in ability to manage home media (movie clips, music and pictures) If you're going to make a statement about the Multiroom Home DVR service it would be lack luster at minimun, not all hardware supported, only standard video streaming. Improvements to be made, most definitely (upgrade hard disk for one) get all the hardware to be integrated into your system Home Media service, two and educate the customer service reps is three. THis should be rocket science but common sense. Comcast, DirectTV, Dish and others are leaving Verizon in the dust when it comes to multiroom viewing, internet accessing and hardware upgrades. Get on the bus, Verizon or you're  going to be left behind.
