Remote will not toggle between HDMI1/2/3

My new remote will not toggle between HDMI1 (TV)or HDMI3 (Roku box). The menu comes up but when I toggle the up/down arrows I get a program guide in the background but the HDMI menu never moves. I can use the Roku remote to switch over to HDMI3 but to get back to TV on HDMI1 I have to use the old remote! Customer service was very nice but had no solution. I don't want to keep my old remote in use just for this purpose. I feel like there's a problem with the new remote.

TV is an old (pre-smart) 39"Insignia. I have no plans to upgrade to a smart TV as it has always worked fine and continues to work, just the Verizon equipment gives me trouble.
The only other suggestion have is to get a cheap universal remote that does unit to unit programming and program your TV remote into it. Seems like the code for the Insignia TV doesn't include the AV function you need.

Which boxes do you have and which remote is being used? Have you tried wiping out the remote's programming and trying to re-program it? If that doesn't work try a different model from the same manufacturer when you program it.

STB is an ARRIS VMS1100. Old remote was the 4 device model which is no longer available, new remote is the 2 devices model.
Tried KEY FIX last night. All that did was eventually lose the AV function completely and then I finally got it back, but still no toggle ability. The appearance of the 1/2 screen guide when I use the up/down arrows is a mystery. The old remote still toggles the AV menu but it has become very difficult to use the on/off buttons which is why I finally decided to replace it. New remote is the problem.

You need to re-program the remote, using a different code or the auto-program procedure. Using key fix is not going to help as you found out. Which model of remote is it?

not really any choice in remotes from Verizon. It's a VZ P265v5 RC

click on P265 remote, follow programming instructions. Look here to see if following this during programming corrects the issue:
Test that the remote control

a. Turn the TV on using the

d. If any of these keys do not

I also read someone said the code for a Sansui TV worked for their insignia TV.
