There isn’t a day that goes by that i have to reset my VMS4100 and my android device. Constant pixels, spinning wheel of death, lockups, you name it. Now my VMS 4100 is blinking green which probably means that it is downloading new software… but it never goes away and never returns to white. I have reset my router, my VMS, the android piece of junk that connects to my TV through HDMI. Terrible experience. I updated to Ultimate and got these terrible android streaming devices and it was a big mistake. I may have to drop FIOS because i don’t see this getting fixed anytime soon. I pay way too much money to reset my devices everyday and wait for my tv to return.

You are correct, blinking green means a software update is in progress. Do not reboot it until it is done or it will never finish. You can call support and have them push the update through if it wont complete. If they don't help, try billing instead. You can also get one of these and connect your Main box with ethernet instead of WiFi:
