My Sony (XB 65A95k) TV remote control will change the volume on the external speakers (SONOS ARC) both indirectly (not pointed at the TV) and directly when pointed at the TV.
However, when I use the Verizon voice remote it will also change the volume of the speakers but only if I point it directly at the TV. My Sony TV is on the wall above the fireplace and above the ARC. In order to change the volume with Verizon TV remote I have to raise my arm up over my head or stand up to make the connection for the volume to change. This not the case with changing the channels as they will change indirectly. Is there a workaround using Bluetooth, IR or RF?

The Verizon remote uses both IR and Bluetooth. The control for the Fios box is using both, the control for external devices is using IR only. You need to get an IR extender to go to your TV and place it where it can see commands from the Fios remote. This is an example:
