why does some hd not fill the tv screen

why when I goto CBS HD and some other HD channels the picture not fill the tv screen like the other HD chanels do?

Not all content on HD channels is in HD. Some of this upscaled SD content is shown in 4:3 "pillar box" aspect ratio rather than 16:9 (which fills your screen). There is even some HD content that is 4:3, such as old movies.

Also, your HDTV probably has the ability to stretch the content to fill the screen using the Aspect button. I'm not a fan of stretched video but it's an option.
