Charging incorrectly for router every month

I have chatted with Verizon representative online a couple of times about this issue but they are still charging me for the router which I did not ask for. I signed up for a new FIOS internet only account with Verizon for $39.99 per month guaranteed for one year with no contract. To get this promotional amount, it is directly debited from my bank account, which I agreed. But Verizon is debiting $52.71 each month for the past two months since I've had their service. I did not sign up for the higher amount and I did not ask for a router. I wanted to use my own router but the technician, who came to install the internet service, gave the new router and said there was no charge for it since it was a new service.  I am very frustrated and I need this to be corrected immediately.
