I have tried that around Christmastime last year but all I ended up getting was an undue attitude from the rep I spoke with claiming I was "breaking up."

Google search your states Public Utilities Commission or Public Service Commission or Department of Financial Security under government offices. They regulate Verizon and other utilities.
you could also google for your city, town, village engineering department which in many cases has phone numbers for such occurrences.
