Green box in yard

• Good evening. There’s a green flat box in my front yard that is damaged. I almost twisted my ankle the other day while mowing my lawn. The box is not secure and has been that way probably for the past eight years. No one has came out to inspect it in the 12 years that I’ve been in  my Home. Could someone please contact me in reference to replacing or securing the box to the ground.
