How do I file a complain FOR PROPERTY DAMAGE BY VERIZON IN Louisville, KY

My main sewer line is broken by a Verizon cable. I have been out of my house since October 23 because plumber company  is not fixing the pipes until Verizon take it out of the way.

No one is able to tell what number to call or what division to address.
