How do I verify outside cabling installation is scheduled & will be completed on time?

We are scheduled to add a sublocation for internet access, which apparently requires additional external underground wiring. We need the external work done before we can do the internal work, but in spite of numerous calls and chats, I can't get any information about when this work will be done or who to contact. Our first appointment for the inside work had to be canceled because the outside work wasn't done. We have a new appointment for the internal work set up, but still have no assurance the outside work will be done in time. Who can I call to make sure the external work is scheduled and will be done in time? I've looked everywhere and can find no information, and the Verizon reps I spoke with said they didn't have it either. We need this work done asap, or we may have to look into a different provider, so any help is greatly appreciated!
