How to get a Verizon Fios cable wire buried????

We have been getting the run-around from Verizon Fios on how exactly go to about getting a Fios wire Verizon installed when we first moved in about 2 months ago. Every time we call, the previous ticket generated "can't be found" or "there was no information associated with the ticket". On one occasion we got a number for the 3rd-party dispatcher they apparently use to bury wires and upon speaking with them, they assured us they would give a call within 24 hours...GUESS WHAT - no call. Followed up and now they dispatcher said they actually can't help us now and suggested we should call the STATE dig line, submit a ticket, and then call this 3rd-party dispatcher back??? Has anyone had any luck actually getting this done? We are going to be fined by our HOA very soon as the flags they put up with the wire when it was installed are obviously still there since the wire hasn't been buried yet or are we just out of luck and need to switch to another provider being that Verizon cannot follow through with their installations?
