Pole anchor attached w/o permission on private property

I have been trying to reach someone in the "Engineering: Right of Way" department with no success. How do I break thru and speak to a person. A number of years ago, your company attached a pole anchor to one of my trees without my permission allowing the electrical service wire to sit inside my aluminum gutters creating a possible fire hazard. To avoid any legal issues, after having the electrical company come and lift the wires, the ROW Agent agreed to remove the tree if it ever died. Bottom line, the tree has died and needs to be removed along with the existing pole anchor. I have the original letter of intent and would appreciate a responce. Thank you
