Pole and wires down

Verizon pole completely broken and down, all wires on the ground, Multiple technicians have been on-site but say they cannot touch it. On the phone repeatedly waiting to get service. New pole installed  3 months ago but broken pole and wires not connected and are on the ground. Do I need to file a complaint with the Virginia SCC?
