If you need VZ to pull wires on to the pole, it is not called lease agreement, it is called easement agreement.

Easement is not lease, but an agreement to allow VZ to use your property for the purpose of delivering service. Furthermore, this agreement will be perceptual and unconditional.

Technically yes, it is typically $1.

The easement signing does need a public notary, so a separate charge may be assessed by the notary.
