Well if you are in NY you can utilize the bogus NYS Municipal Construction Surcharge Which Verizon uses as the basis of the below the line fee via calling your city, county engineering department. They will either tell you who to call or do it if it is going to cause a serious threat to life or property. But it may not belong to the phone company.
Do you have wires still active on it? Cable, telephone, fiber optics? If so itโs doubtful it will get moved.
