Unfinished repair

We have an unfinished repair (re-buried FIOS cable that needs to be connected), which is being ignored. A temporary line was put in last fall and is still connected and laying across our lawn.

We went through the proper channels to have the line reburied and connected, called the repair number to schedule having the work completed. Three times we were given appt's for repair, each time no one showed, no one called. The fourth time a line was put in but not connected. Promised to return next day, weeks have passed.

Have called Verizon at least eight times and have been assured that the situation would be dealt with, with no results.  There seems to be a disconnect between the representatives on the phone and the local repair supervisor, who is not responding, with no explanation.

Have been Verizon customers for years, don't understand or appreciate this treatment.

Have been getting offers from Spectrum, which is looking like an appealing option.

Any suggestions?
