VMS 4100 Activation Issues - Error code: 2202-205

I am doing a self-install on replacement equipment VMS 4100 (old) for VMS 4100 Kit (new). Should be a simple R&R. Results:

Step 1. Testing your Connection
1A Verizon Network Test - Completed
1B In Home Network Test - Testing "In home good moca tx rate"
1C Router Test - Completed  "Server connectivity."
1D Channel Test - Pending

STEP 2. Software Download
2A MRL info and server identifier - Testing "Retrieving CDL info"
2B Code Download - Pending
2C Code installation - Pending

Error Code: 2202-205

"Activation status not ready. Please verify order status and press OK to restart provisioning"

Replaced all old coax cables and splitter with new ones.

Anyone else run into this problem? Any suggested solutions?
