Verizon pole guide wire

Who is the point of contact for removing/replacing/repositioning guide wire from electric pole (4356) to a tree close to my property

Reason: A tree located close to my property had a big branch fall down. The rest of the tree became unstable with a big crack. A National Grid Emergency response person came today and suggested that the guide wire that connects the tree to the pole will need to be re positioned by Verizon IMMEDIATELY before we take the tree down. Currently the tree is unstable and is over the pole and will cause damage to the pole, property, people, children in the area unless it is taken down. We are currently waiting on Verizon to reposition/remove the guide wire.

Tried creating a case with Verizon after a long wait, but they said that they were not responsible for poles. How does one create an emergency request for the guide wire repositioning?
