Hi. I have a thick black wire that a tree root pushed up out of the ground over time. it is about one inch think and has a thick cover. It is right next to the public sidewalk and is exposed for about 12-18 inches in total. I thought it was a power line, because someone doing worked had it marked red which is the color used by miss utility for power lines. But the local power company (Dominion Power) tech has been here twice per my request and they state adamantly it is not theirs. Furthermore they say someone mis-marked the cable and they are pretty sure it is a communications cable. I looked up online and see that some of the neighborhood level FIOS bundle cables used in the past look exactly the same as mine appears. I would like to get this identified properly before I have landscaping performed. It would be a shame to knock out the whole neighborhood if it is indeed a FIOS trunk of some kind. BTW we have a FIOS box/tower in our yard.

Also, I should state that I need to have the cable reburied to an appropriate depth or moved so my landscaper does not damage it or cause disruptions.
