high level complaint

Anyone know a higher complaint than saying escalation on the phone? I've been trying to get my $250 visa for about 9 months. I've called and chatted several times and am always told all set and nothing happens. Oddly enough this last time I tried I was told that after 9 months there's no way to get the promotion back. I feel like I'm getting the runaround to let the time expire. I'm at the point where I'll have to file a complaint with ny psc.
