Can’t process my request at this time

I’m trying to buy a new phone. Got almost through then my “request could not be processed”. I’ve tried to login to my account several ways , cleared cache, deleted and restarted the app, tried different browsers. I’m locked out of the account now and it says I need to reset my password. But it won’t process my request, even after being sent authorization texts. What am I supposed to do?
