There is construction in my neighborhood. Pauley construction did the work. They installed a huge box in my yard and it is beyond the 8" easement allowed. Please advise how to report this (and please don't say 1-800-verizon). thank you!

Call your city, town, village offices and have them come out and look at the situation.
then let them get Verizon or who ever is the at fault party back.
sometimes the county, city, village attorney office can assist you. There may be a rule or regulation that makes the issue moot.
