Really slow outbox

In the past week, I've noticed that nearly any message I send sits in my Outlook Outbox folder for tens of seconds (if not minutes). It used to be that once I clicked [Send] button, the message zipped out to Verizon servers is less time that it took to blink. Now, messages (regardless of their size), sit in the outbox.
What's up Verizon?

NO. I forget the exact options as I haven't used outlook since moving from office 2003 to office 2007 in 2007.
Options such as send messages immediately. Otherwise I believe it defaults to the interval you have set for checking for messages. That can be check at startup and/or every n minutes. N defaulting to some value such as 10 minutes.

"Send immediately when connected" is checked (always has been).
Like I said before, this is an intermittent issue; most times (previously to about a week ago), the outgoing e-mail was shipped without delay. Now, even the briefest of missives can sit in the Outbox for tens of seconds if not minutes.
I wish there were a way to get Outlook to log/display the SMTP interaction so the point of hanging could be determined.

When immediate fails for some reason, the retry is often that value that I mentioned as defaulting to some number of minutes such as 10 minutes.

Outlook shows the send as "in progress"; the send/receive work-in-progress dialog never reports an error only that "0 of 1 task(s) have completed"

Then a copy of times after trying to resend it to speed it up the 0X800CCC70 error message appears.

I found this link on activating logging in Outlook to be helpful. And here's an example of what I mean by S…L…O…W…
2013.10.26 08:51:40 <<me>>@VERIZON.net: Synch operation started (flags = 00000001)
2013.10.26 08:51:40 <<me>>@VERIZON.net: UploadItems: 1 messages to send
2013.10.26 08:51:40 SMTP (smtp.verizon.net): Begin execution
2013.10.26 08:51:40 SMTP (smtp.verizon.net): Port: 465, Secure: SSL, SPA: no
2013.10.26 08:51:40 SMTP (smtp.verizon.net): Finding host
2013.10.26 08:51:40 SMTP (smtp.verizon.net): Connecting to host
2013.10.26 08:51:40 SMTP (smtp.verizon.net): Securing connection
2013.10.26 08:51:45 SMTP (smtp.verizon.net): Disconnected from host

2013.10.26 08:51:45 SMTP (smtp.verizon.net): Finding host
2013.10.26 08:51:45 SMTP (smtp.verizon.net): Connected to host
2013.10.26 08:54:15 SMTP (smtp.verizon.net): End execution
2013.10.26 08:54:15 <<me>>@VERIZON.net: ReportStatus: RSF_COMPLETED, hr = 0x800ccc7d
2013.10.26 08:54:15 <<me>>@VERIZON.net: Synch operation completed
Elapsed time: 2 minutes, 30 seconds for a simple text e-mail. So still I ask, WHAT'S THE DEAL VERIZON?

Rob, just curious what version of outlook are you using, and what Operating system. Also are both up to date?
If you have an antivirus program than "plugs into " outook, try disabling this feature and do a test.

Outlook 2003 on WinXP. There are no plug-ins or (outgoing) anti-virus scanning in place.
Yes, both the OS and mail client are "out of date" but SMTP circa 2003 is still the SMTP of 2013 and components should remain be fully functional. What's more, the implication of using an out-of-rev Outlook doesn't explain the intermittent nature of the delays.
Of note, I have resisted joining the "Oh look, a new version of MSOffice!" bandwagon. Each "new" version of MSO brings few truly new functional components; it's mostly changes in window dressing. Worse yet, operations that took X number of clicks usually become X+n clicks resulting in decrease in productivity.
