I think you have to call Verizon customer support to  disable voicemail on your account.

My wife does not want voice mail.
She does not feel it is crucial.
We disabled it a month ago over the phone.
It came back.
We disabled it again over the phone.
Now she has 3 voice mail notifications.
We don't want them.
Can you disable the notifications?
