I really could not tell you what resolved the issue. I went through a complete factory reset, I picked up a new SIM, and don't care to go into how many times I uninstalled, cleared cache, etc.
I recommend joining the Beta on the messaging app if you have not already.
I don't have a solution for this, as it seemed to resolve by itself. I believe it might have happened after the next carrier services update. I did the same back and forth with Google and Verizon. Google was definitely more help than Verizon was.
I was beta testing another phone which is the reason I had to enable CDMA less (this might be for a GSM phone on Verizon's network). Although, I believe the issue might have been a combination of enabling CDMA-less on my line, using my Pixel sim.
If you haven't tried a new SIM, might be worth a try.
Going forward, I will not have another "Verizon" Pixel. My next Pixel will be unlocked.
I wish I could have been more help. My Pixel 2 is tired and I plan to upgrade soon.
