I did a full factory reset and this did not solve the issue. I talked to Google and they said that since the phone is out of warranty they can't do anything. My local Verizon store said I could wait and see if it would work or buy a new phone. This is the software version: Software Version: PPR1.180610.009 Android® Security Patch Level: 2018-08-05
I would happily go back a version to have a workable phone, but this seems to be impossible. Very frustrating and only way to make calls is to restart as the phone app will usually work for a call or two before freezing, but not always. Sometimes the mic will not work. This issue is not limited to the phone app as in the audio out will not always work or recognize headphones, etc.
I didn't have any of those issues with my Pixel. I hope you find a solution.
