My out or order messages was finally fixed after finding the answer on a Samsung forum. I had dealt with this issue for over a year. And the solution is SIMPLE.
I had my date and time set to my specific time zone, which ironically was always 5 minutes faster than everyone else around me. I set the time and date to "Automatic" with the network. All my messages are now coming in in the correct order. When I was 5 minutes faster, every incoming message would come in with an earlier timestamp >_<
