pixel 2XL stuck on reboot

keeps rebooting, but doesn't start up. Stuck on Google icon. When I pull up the reboot green guy. It states device is locked. Can I fix this without total factory reset and loose my pics and videos I just took

Pamike, we want you to be able to gain full access to your Pixel 2XL. Were you able to get your phone back up and running? If you cannot get past the Google Icon, we would be limited on what steps to take. When the Green Android comes up on the screen, what options do you have on the screen? KevinR_VZW
