Hello,
I’m contacting you as the owner of a Google Pixel 7 purchased through Cdiscount, which appears to be the Verizon variant. The device is network unlocked, but the bootloader remains locked with the OEM unlocking option disabled.
I’ve already contacted Google Support (case ID available upon request). They confirmed that only Verizon has the ability to unlock or authorize the unlocking of this device, since it was originally provisioned by Verizon.
I would like an official written clarification of Verizon’s policy regarding bootloader unlocking for Pixel devices.
Specifically:
Does Verizon permanently prevent users from unlocking the bootloader, even for developer or off-network devices?
If so, what internal policy or technical constraint justifies this restriction?
Is there any process, exemption, or escalation path for advanced users or developers?
I request that your response include a ticket or case number and the name of the Verizon representative handling this inquiry.
Please consider this a formal written request for policy clarification, as advised by both Google Support and Verizon’s own community post here:

Thank you for your assistance.
Regards,
Paul
