Re-activating on partner network

I want to doctor my phone (factory wipe) but I'm currently on a partner network and can't get to a primary network in the near future. Is there anyways I could re-enable the full capabilities of my Pre after a wipe while in a partner network? I know the Automatic programming doesn't work, are there and manual ways to re-enable all service, including data service? Any files in the OS that could be backed up before the wipe that can be restored afterwards to re-enable data service on a partner network?
