Is your ISP or domain name on end of the email address @outlook.com? You need to contact your provider of the email address, Time Warner Cable, Comcast, Yahoo, AOL, Hotmail, etc for those server settings.
I'm most definitely NOT a VZW employee. If a post answered your question, please mark it as the answer.

Why are you not using the Gmail application on the Thunderbolt to access that email address?

What is Thunderbolt? I like Outlook because of having 3 emails I have to
check several times a day. I just need the ports for incoming and outgoing
to finish the accounts to use Outlook.

You posted your question in the HTC Thunderbolt space on the Verizon Wireless Community Forum. It is an android phone.
If you are actually asking about Verizon Residential services, landline, FIOS, etc, you aren't in the right forum. The residential forum is a completely separate website.

Have you tried an auto account setup in Outlook and just let it 'fill in the blanks'?

It won't do that.
