HTC Thunderbolt phone forces the Equipment plan

I am wondering why when try to buy the HTC Thunderbolt the interface forces you to buy an equipment protection plan. The other smart phones give you option to decline.

When I just tried it, you were able to decline it with the Thunderbolt.
