Syncing

I had this problem before but forgot how I fixed it. There are two arrows at the top of my phone going in a circle which I know means it's trying to sync with my google,fb,etc. accounts. It won't stop trying. I turn off the syncing but then I can't use the internet or any applications. Any suggestions on what to do? I have restarted and tried to take out the sim card.
