When is the update from HTC coming and who is responsible for 4g issue on Thunderbolt

I want to know when "DA UPDATE" is coming from HTC to fix the 4g issue. 

 

I also want to know if it is HTC issue or is Verizon's 4G issue since Charge is experiencing 4G issue as well.  Charge got an update recently.

It will come when Verizon is good and ready and not a minute before.
