I set up static IPs for all my devices (not static DHCP reservation), but I'm getting a similar delay for my ethernet connected devices. It's not exactly the same delay - it seems to be in the range of 45 seconds while utilizing DHCP causes a delay around 55 seconds - but it's about the same.
To date, I have not found a method to prevent this from happening.

I just upgraded to the G3200 extender and CR1000A router. Same issue connecting ethernet devices to the extender. Good thing I found this forum.
As an aside, my extender causes a kind of constant interference noise, like tapping, on my Klipsch computer speakers. Moving the extender more toward the floor and away from the height of the speakers helps.
Has anyone actually had luck doing static IP assignment on the Windows ethernet settings, with no delay getting connected? If so, how? I will give that a shot once I get a chance. Fortunately I just got a laptop, so the old desktop remains turned off and is the only device relying on ethernet to the extender. I was considering getting a NAS, and might want to connect that to the router rather than extender, though since the NAS would be on all the time, there should be no issue waiting a minute if the power goes out or I unplug it, before getting a good connection.

For your extender EMF interference issue, I believe the user manual advises at least 6-10 feet between the router/extender to any coil-containing electronics and humans. Don't sleep next to a router/extender as it contains double to triple the wireless transmitter modules found in other consumer routers for performance.
I tested the Ethernet with static IP on a MacOS, it still has delays. One thing interesting I noted that the MacOS's routing table does not populate even the network manager shows the link is connected. I will ask some Linux/Unix experts on this behavior and what does it mean in terms of the grand issue.

Thanks for the advice on the interference. I bought a much longer coax cable so I could relocate the router a bit and it helped.
Did you ever hear anything from the Verizon engineers about the fix for the delay?

I am thinking we might spot a red herring here. I first felt the issue has to do E3200's broadcast storm control mechanism. It seems this is not the case any more as some users find static IP does not help. I see the port LED comes on immediately, that means lower PHY is responsive. Now, connecting the cable does not update the routing table of the wired device demonstrates the link is not really on. This delay might originate from a MAC issue. I do know there are several hardware revisions for E3200, not sure this has to do with the chips.
Let me summon some CLs acquainted with networking and Linux embedded system to this thread.
Other customers who are experts in computer communications and hardware please also chime in.

My hardware revision for the extender is 1103. I noticed that when I plug the cable into the extender and my laptop, neither light on the laptop connector blinks. I think the green was blinking on the extender until the network connection was fully established, at which point no lights were blinking on the extender. I think someone mentioned this as a known bug.

Just chiming in to add my name to the list of people this is also happening too, computer directly plugged into e3200 extender, takes a bit to use the internet on startup and coming back from sleep. Already assigned a static ip in my network adapter settings still happening but glad I am not alone in this problem and I suppose I just wait it out and keep an eye on this thread for now.

This seems identical to my issue; the only difference is that I don't have an E3200 extender and I'm plugged directly into the G3100 router via ethernet. Does this also happen when you're plugged directly into the router? Also, I'm not sure if this would help, but my computers NIC is an Intel® Ethernet Connection I219-V. Is yours the same?

I have the CR1000A router and my laptop connects right away to ethernet. I haven't seen this issue reported on this forum for the G3100 router, has anyone else?
Check if IPv6 is enabled on your router. Try turning it off if it is.

This does not happen when directly plugged into the router itself. I will say, even with the router there is about a 3-4 second delay but nothing like the direct plug into the extender. Again, right now the only work around is to not hardwire into the extender (foolishly) and to purchase the $99 white network adapter. Only use the extender for Wifi extension. Otherwise, it will slow down your network and take 55 seconds to connect from a sleep.
