Yes, most dsl modems have a web based UI.
However, not all of them do.

Please note this assumes, that your Westell 6100G is at 192.168.1.1, it is not in bridge mode and the WRT54GS running Tomato is anywhere else but 192.168.1.1 (for example 192.168.2.1)

#1 Try to visit http://192.168.1.1/
#2 Choose System Monitoring, Advanced Statistics, and then Transceiver Statistics.
#3 If you need a Username and Password, try the following:
admin/password
admin/password1
admin/admin
admin/admin1
#4 Paste up the contents of the page you see.

If the modem combo is in bridge mode, and the WRT54GS running Tomato is anywhere else but 192.168.1.1, please post.
Also when you post (If the modem combo is in bridge mode, and the WRT54GS running Tomato is anywhere else but 192.168.1.1 ), please tell me
a) if you have a hub/switch that is not IP aware.
b) if you do or do not have a computer with two NICs.
c) If you do or do not know how to setup a Static IP on your computer.
d) What the OS and Version of your computer is. For example Windows XP Home SP3

speed slow, turning on and off is no useful, need upgrade
