When my android phone connects to my home wifi, it's showing I'm in New Jersey, but I live in Rhode Island. When I turn the wifi on my phone off, all location based apps show Rhode Island. When I turn the wifi bak on, the location based apps show I'm in New Jersey again. Is this fixable? This never happened on my Cox wifi...

It is likely tied to the IP address you're pulling. If it is using IP location, that information can often be old and take time to re-localize. To make matters worse, different IP location services can be sitting on varying aged data.
The most accurate way to determine location is GPS.
