Lock on outside access box

Is there anything in the Verizon TOS that would stop me from putting a lock on my outside access box?  A friend had a charge on her record for a phone call to Nigeria that she did not make and Verizon is refusing to take off the charge.  Anyone can get into the outside access box and make phone calls.

I somehow doubt that a nigerian national just happened to be in your friends side yard crouched down with a coorded phone, calling his family.....

I doubt anything bad would happen if you were to put a lock on it
