Using computer to make phone calls

I want to use my home computer (running Windows 10) to make and receive phone calls.  I currently have Fios TV, Digital phone, Internet (M1424WR router).  I know I can use one of the many available programs for VOIP but I would like to connect the computer to my existing phone line and use it as a second phone.
