Can I connect my Jetpack MiFi 7730L to a WEMO smart plug?

Are you referring to this?

Wemo Mini WiFi Smart Plug

If so that Wemo device appears to be wireless and should be compatible with the Jetpack.  The Smart Plug would view the Jetpack as any other home router WiFi connection.

Granted, the WeMo would need to stay within range of the Jetpack which is noticeably less than a normal home router.  If range is an issue then perhaps a 4G LTE router would be a better option for you.

Will not link up even after removing security from the Jetpack.   I have a couple of security cameras (WYZE) and they link up fine.

Then you need to contact the Smart Plug company and ask for a list of requirements.  Once you know what the Smartplug is looking for you can reconfigure the Jetpack to get it to work.  Or worst case scenario you rig up a 2nd Home router as a wireless bridge AP and let your smart plugs connect to that instead.  Then you can take the Jetpack with you without having to reconfigure anything on the devices in the home.  As soon as the Jetpack comes back in range of the AP they will reconnect to the internet.
