I’m in Kuwait right now trying to put a local SIM card in my jetpack. Verizon said it was unlocked and should work but it just says no service available. Anything I can do to make this work? The SIM card does work in my Verizon phone

Yep, that model of Jetpack isn't global ready. The OP's phone might be though since the SIM card works in it.

Your hotspot model, while unlocked to accept SIM cards from other carriers isn't compatible with any of the mobile networks currently operating by any of the carriers in Kuwait. Your jetpack hardware radio can connect to LTE networks broadcasting on Band 13 at 700 mhz & band 4 at 1700 mhz. The mobile networks operating in Kuwait use GSM/LTE at 900/1800/2100 mhz frequencies so that model would show no service there
