Network Extender 2 stuck on step 8e

I have a Network Extender 2 that is stuck on step 8e (not 8a). I already contacted verizon, and have registered the MAC address for the device. I contacted them a second time, and verified that it is correctly recorded.

The above is showing in the status page when I log into the device through the device's web UI. I am using PfSense, and have the outbound firewall rules set to "Automatic outbound NAT rule generation. (IPsec passthrough included)". I am unsure if this is correct, but cannot find any other information.

We reset the modem then reset the network extender using the reset hole and a pen for ten seconds in the back of device. It worked.
