I am confused about the unlimited plan. I see data limits on the plan so how is this an unlimited plan and why isn't this explained when you purchase the device and the plan?

'Unlimited' has many definitions... in this case it means you can use as much data as you want/can, so that's unlimited. Speeds/location/quality are not unlimited and are included in the agreement with every account as it is with every wireless service provider

A piece of bread and a juicy steak are both technically food, but one is more desirable than the other.
Jetpack gets 15GB 4G speed then drops to 3G after until your cycle renews. This information is readily available online. Any rep that claims it's a suitable replacement for home internet is lying. Maybe 5G home, but definitely not a jetpack.
