Cant enable international plan while overseas

Im currently overseas (in Colombia) and want to enable the $100/mo travel plan. Currently Verizon is charging me $10/day for TravelPass. I can't access MyVerizon from here however, it wont let me. 

How do I enable the $100/mo plan!?

Also cant seem to reach global support.
