Does an incoming call on Wi-Fi calling with airplane mode on trigger travel pass?

I am currently in Mexico and I have my phone on airplane mode, and I assumed that that would prevent the travel pass from getting triggered.  My son, who also has an iPhone called me, and I assumed it was a FaceTime call because my phone was on airplane mode and only connected to Wifi, but when I picked up, I just got charged the $5 for the day and I am confused how that could happen.

Hmm, that is odd, I say this because, if someone tries to call you while your phone is in airplane mode, the caller will hear a message saying that your phone is unavailable or out of service. The call will not go through, but the caller will be able to leave a voicemail.  Have you  checked your device to ensure you are on Airplane Mode?

I have same issue. I am traveling in French Polynesia with my phone in airplane mode and WiFi calling enabled on an iPhone 12. 

I just received a call from my son back in the US. I do no want any fees/charges for international calling. According to the older thread linked below, these settings should keep me from incurring fees.
