International Pay-As-You-Go Plan No Data

I am in Europe for approximately six months. I cancelled TravelPass for my account because I'm going to be abroad for so long, and thus I should have the Pay-As-You-Go plan. I have cell service and can send/receive texts/phone calls, but I do not have mobile data. From my understanding, I should have access to mobile data with the Pay-As-You-Go Plan. Is there a way I can fix this? I'm in Germany and my phone is connected to the o2 network.
