How can a daily TravelPass with $10 charge be activated by Verizon if - when abroad - I continuously have my phone in (1) Airplane mode + (2) Cellular coverage is switched OFF and (3) specifically mobile data / roaming is switched OFF? With this configuration I only use my phone if and when in a WIFI environment (eg hotel etc) and should be offline when not. This keeps on happening and I don't know what to do. Checked with Verizon customer service and they are unable to explain.

If you're connected to Wi-Fi overseas, it's data usage over a foreign ISP. The ISP can tell from your IP address that you're not a taxpaying citizen of that country and will therefore pass on charges for internet service to your carrier. The $10/day Travel Pass is less than the pay-as-you-go rate for data and I'm guessing you didn't sign up for the $100/month international service plan, so you are being charged the lesser of the available fees.
