Wondering why I could not connect to Wi-Fi anywhere outside of AirBNB while in England,

Definitely odd. Please tell us, did you receive an error? Did you double-check the password and network?

WiFi overseas isn't free. The foreign ISP can tell from your device's IP address or SIM card that you aren't a taxpaying citizen of that country, and will therefore pass on charges for data usage to your carrier. If you had service on your device while on WiFi at the AirBNB, then:
-The owner of the AirBNB property may have been providing you internet access as a part of the leasing agreement you made with them
-All of your data allotment on whatever international service plan you have with Verizon was exhausted while you were using WiFi at the AirBNB
-You're a prepaid customer and either do not have Travel Pass enabled, or do not have funds in your account to cover the cost of Travel Pass, so then your device doesn't work at all outside of the US (and the AirBNB owner must've been providing you internet access somehow in that case)
-Whatever ISP happened to be in the other areas where you couldn't connect doesn't have any agreements with Verizon, so then you can't use their service
